PDAs and FDAs explained

A proforma disbursement account (PDA) is the estimate of a port call’s costs before the ship arrives; the final disbursement account (FDA) is what the call actually cost. Here is how they work for a call in Algeria.

In short

  • The PDA is built from the port’s official tariffs and the agent’s fees, before the ship arrives.
  • The principal funds the call in advance against the PDA.
  • After sailing, the agent pays the port and the suppliers, collects every invoice and sends the FDA.
  • Costs billed in Algerian dinars are converted to US dollars at the port’s own exchange rate; the difference with the funds received is then settled.

The PDA

When you nominate us, we reply with a PDA: an estimate of every cost of the call, built from the port’s official tariff for your ship (its tonnage, length and the time it is expected alongside) and our own fees.

  • Port dues: dues on the ship and, where they apply, the quay.
  • Port services: pilotage, towage, mooring and unmooring, the pilot boat, and any standby tug.
  • Other services: garbage, fresh water and others the ship asks for.
  • Customs and formalities: customs attendance and overtime where it applies.
  • Agency: our fees, as shown on the PDA.

It is an estimate. The real cost can differ if the time alongside, the services used, the tariff or the exchange rate change.

Funding the call

The principal pays the PDA in advance, so the money is in place before the ship arrives. With us, you pay our London office; London sends our local office the port costs, so the port’s bills are covered when they come. We record every payment against the call and tell you before the ship arrives if funds are missing.

We never change our bank details by email. If you receive a request to pay a new account, call us before paying.

The FDA

After the ship sails, our local office pays the port and the service providers, in dinars, and collects every invoice. It draws up its own account of the call, the compte d’escale. Our London office turns that into your FDA in US dollars:

  • each cost as it was billed, with the invoice behind it;
  • costs billed in dinars converted at the exchange rate printed on the port’s own invoices for the call;
  • our fees;
  • the funds received from you, and the balance.

We send it normally within a month of sailing. Any balance in your favour is refunded with it; a balance in ours is payable on receipt. If an invoice arrives after the FDA, we send a supplementary account.

One number per call

Each call gets its number when the ship arrives, in a series per port and per year. The PDA, the local account and the FDA all carry it, so every document for the call can be matched.
